LRE (Leeward Renewable Energy) is proposing the development of a renewable energy facility with up to 340 megawatts (MW) each of solar power generation and battery energy storage. The project is proposed on 2,399 acres of private land in the Grass Valley area of Pershing County, Nevada, with rights-of-way across up to 15 acres of public land managed by the U.S. Bureau of Land Management (BLM). The project will connect to NV Energy via the Tracy Valmy high-voltage transmission line that crosses the project site.

Will this project get built if approved?
LRE has successfully delivered dozens of projects since its start in 2003 and continues to regularly announce new projects in 2025. The company has access to billions of dollars in project equity and debt through investors, specialty lenders and long-term project finance. LRE is prepared to deliver projects regardless of changes in government policies or incentives.
What are the environmental impacts of the project?
The ultimate goal is to have a positive environmental impact overall. LRE prepares with careful project design, equipment choice and management plans for all aspects of the project. The financing and permitting process requires extensive due diligence to reduce risks. The industry is continually improving technology and management best practices. LRE has a company culture that focuses on reducing risks and increasing safety, as it wants to be a good, long-term neighbor and contributor to the community. In addition, LRE is committed to land stewardship and delivers emission-free energy.
How will you accommodate and/or manage wildlife and livestock through the project boundaries?
The project design will consider wildlife- and/or livestock-friendly fences and best practices. This will be informed by input from local ranchers and wildlife advocates and balanced with project safety requirements. LRE is considering free movement at several intersecting corners of the project site across BLM land. In addition, land stewardship options are being evaluated.
Who will maintain the property and vegetation?
The Grass Valley Solar project will be responsible for maintaining their solar facility properties. We work diligently with consultants and local stakeholders to ensure proper ground cover, erosion and sediment control, and stormwater management. We also implement vegetation management plans and best management practices to promote the establishment of native vegetation and the proper mitigation of overgrowth and invasive plant species.
Will the solar facility produce glare or noise?
Solar panel technology has advanced significantly in recent years. LRE typically uses thin-film solar with tempered glass and anti-reflective coatings, minimizing glare. The moving mechanical parts of a solar facility produce minimal noise and are typically inaudible beyond the property boundaries based on the setbacks that are included in the facility’s design.
How long will the solar facility be operational?
Many projects may also be “repowered” to extend the productive life of the project. This includes upgrading existing components to improve performance or increase capacity, which requires additional reviews and permits. At the end of the life of the project, the Grass Valley Solar project will be responsible for removing equipment and restoring the site to its original use.
How will development of the solar facility affect my community?
Construction brings new employment opportunities, a large direct investment in the community, and local business generated from the purchase of food, fuel, accommodations, and other local supplies. During the construction period there will be a relatively short-term increase in traffic volume and noise, typical of similar projects. Once the project is operational, daily traffic to and from the site will be minimal. Throughout its life, the project will not burden Pershing County services and utilities; however, it will contribute substantial revenue to the local tax authority and provide clean energy in Nevada.
