We’re glad to share our first monthly update on the Harvey Solar Project and introduce ourselves as part of the Licking County community.
Who We Are
LRE (Leeward Renewable Energy) recently acquired the Harvey Solar Project from Open Road Renewables and is now leading the project into its next stages of design, construction, and long-term operations. LRE is based in Dallas, Texas, and has developed, owned, and operated utility-scale renewable energy projects across the U.S. for more than 20 years. With over 30 projects operating nationwide, we bring experience, stability, and a long-term commitment to every community we serve.
We are proud of our longstanding partnerships with American solar panel manufacturers, including Ohio-based First Solar. We are also no stranger to Ohio and currently operate Big Plain Solar in Madison County, where sheep help manage vegetation and maintain soil health. The project supports more than 50 beehives and nearly 3 million bees. By working with veteran-led partners like Frontline Hives and Wind & Sky Apiaries, we have created pollinator-friendly habitat that supports local farms and helps keep the ecosystem healthy.
Our Commitment as a Community Partner
Being a responsible and transparent neighbor is important to us. That’s why we will share regular monthly updates as the project progresses. We will also honor all commitments previously secured by Open Road Renewables during earlier stages of project development.
Already, our team has been connecting with local residents, farmers, and community leaders. We’ve enjoyed learning about the county’s rich agricultural heritage and look forward to getting to know more of you and continuing these relationships.

Project Update
The Harvey Solar Project remains in the design phase as we continue to meet regularly with local stakeholders, agencies, and community partners to ensure we meet all Ohio state permitting requirements.
We know projects like this can bring questions, and we are committed to keeping you informed every step of the way.
Looking ahead:
Initial site preparation and early groundwork are expected to begin in Summer 2026
Construction is expected to begin in fall 2026 and will take about two years to complete
Operations are targeted to begin in 2028
